This survey, study and award program is intended to identify the best places of employment in Pennsylvania for the benefit of the Commonwealth, its workforce and businesses.

Served as Disclosure Counsel for the Oakland Redevelopment Successor Agency in its issuance of its $102, 960, 000 Subordinated Tax Allocation Refunding Bonds, Series 2013. Served as Underwriters’ Counsel for RBC Capital Markets, LLC and Goldman Sachs & Co. in connection with the issuance by the State Public Works Board of the State of California of its $631, 535, 000 Lease Revenue Bonds, 2013 Series I. Served as Disclosure Counsel for Alameda County in connection with the issuance by the Alameda County Joint Powers Authority of its $287, 380, 000 Lease Revenue Bonds, 2013 Series A. Served as Co-Disclosure Counsel for the State of California in connection with its 2011 issuance of $1, 774, 995, 000 Tax-Exempt Various Purpose General Obligation Bonds and $205, 000, 000 Taxable Various Purpose General Obligation Bonds.

The general government sector, by convention, includes all the public corporations that are not able to cover at least 50% of their costs by sales, and, therefore, are considered non-market producers. The size of governments, their institutional composition and complexity, their ability to carry out large and sophisticated operations, and their impact on the other sectors of the economy warrant a well-articulated system to measure government economic operations. Collection of sufficient resources from the economy in an appropriate manner along with allocating and use of these resources efficiently and effectively constitute good financial management.

Served as Underwriters’ Counsel for Barclays Capital Inc. and Raymond James & Associates, Inc. in connection with the issuance by the San Mateo County Joint Powers Financing Authority in its 2013 Refunding of its $40, 065, 000 Lease Revenue Bonds, 2012 Series A. Served as Disclosure Counsel for the City of Oakland in connection with its issuance of $55, 000, Tax and Revenue Anticipation Notes. Served as Co-Bond Counsel for the Public Utilities Commission of the City and County of San Francisco in its issuance of $331, 585, 000 San Francisco Wastewater Revenue Bonds, 2013 Series B.

Served as Co-Bond Counsel for the Mayor’s Office of Housing and Community Development in its issuance of its $30, 000, 000 Multifamily Housing Revenue Note (2013 Series D-1) and $4, 000, 000 Subordinate Multifamily Housing Revenue Bonds (2013 Series D-2).
